When it comes to reducing carbon dioxide emissions, the government is at a crossroads. It has to choose between implementing a complex, exception-riddled emissions trading scheme that will alienate numerous sectors of the society, or a simpler alternative that might actually make a difference.

In the latter category, a no-exceptions carbon tax at a very modest $10 per tonne would achieve two things. First, it would send a small price signal that would constructively influence investment and purchasing behaviour without causing undue pain.

Second, it would raise nearly $6 billion a year that could be invested in the infrastructure and research required to transform our electricity generation towards low-emission alternatives.
